民国时期,关内人口持续增长,农民负担日益沉重,加之战乱有增无减,自然灾害频繁发生,从而形成
了一股关内人口向东北迁移的流民潮。同时,日、俄出于侵略中国的目的,采取了有计划、有步骤地向中国东北移民的措施。面对内忧外患,东北地方政府采取了“移民实边”政策。在当时的历史背景下,这一政策具有民族性、历史性、时代性和进步性。
