灌溉农业在保障粮食安全方面作出了重要贡献。然而，灌溉农业的扩张以及城市化和工业化等快速发展带来的农业用水与非农业用水之争，加剧了农业部门用水压力。由于作物需水计算过程中的相关作物参数缺乏本地化，且忽略了作物生育期时空差异，已有数据产品空间分辨率较粗（10km或以上），精度不高，限制了在局地尺度上实施水资源管理策略的精准性。
